These obligations apply to private sector establishments employing 50 or more employees, which are required to achieve the prescribed growth rate in the employment of UAE nationals in skilled positions in accordance with the annual Emiratisation targets. The required increase is 2% annually, to be achieved incrementally at the rate of 1% during the first half of the year and 1% during the second half. The Ministry has confirmed that the financial contributions applicable to non-compliant establishments will take effect from 1 July 2026. Companies failing to meet the prescribed Emiratisation targets will be subject to a financial contribution of AED 10,000 per month (AED 120,000 annually) for each Emirati national who should have been employed to satisfy the required targets.
Important notice for private sector employers — final deadline for H1 2026 Emiratisation targets

Warning Against Fake Emiratisation
The Ministry has further emphasized that any attempts to circumvent Emiratisation requirements or engage in what is commonly referred to as "Fake Emiratisation" constitute serious violations. Such practices will be subject to stringent regulatory and legal action under the Ministry's digital and field inspection framework.

We strongly recommend that all entities subject to Emiratisation requirements urgently review their workforce composition and verify compliance with the applicable targets before the expiry of the prescribed deadline. Employers are also encouraged to utilize the Nafis Platform to attract and recruit qualified Emirati talent, thereby avoiding the penalties and financial contributions imposed for non-compliance.
